Substitute

Substitute something else for the sources of flood:

• Rain. Make it snow, make it steam
• Stop the tides. Create an orbital landfill of sufficient mass (solve growing waste problem) to counterbalance the moon. Call it the noom.
• Groundwater

Substitute the issue: “flood is an opportunity to use an abundance of water to enhance the human experience.”

Archaic cultures give it all away (potlatch) within a system of gift giving; wanton destruction of wealth. Can something good emerge from flood dismay and destruction – like community, and is the benefit greater than the loss.

Substitute longer time: control time or rate of runoff.  Turn roofs into water collecting devices.  Retrofit (essential because not enough new roofs), convertible roof, like a kind of upside down umbrella to create a rainwater reservoir.

Substitute the word: flude - evoke the sense of a nice experience rather than a problem. More creative responses/solutions.

Tell people when the problem was solved eg “it didn’t flood here today”.

Substitute yours for another perspective: What would a fish do about flooding?  Nothing?  Try and make it as unpleasant for humans as possible?  So is a fish at the root of all this trouble?

Substitute private for public sector: Let the market decide, mobilising private sector to provide flood solutions and services.
