Facility Location Assessment

If you are a planning officer seeking to find the best sites, a bid manager aiming to provide the optimum service solution or a manager specifying and/or evaluating a contract, our FacilityLocator service will help you.

Balancing the needs of the catchment or service area with the collection, transfer, treatment and disposal facilities required is far from straightforward. Where, for instance, is the best place to locate a facility on economic and transport criteria? How sensitive is the contract to collection and delivery services? When should these facilities be developed and what happens if they are not commissioned on time? How can capacity be assessed over the life of the contract. What will be the impact of the forthcoming landfill allowances and how can future volumes be managed?

With FacilityLocator, we can offer a service using geographical information about material arisings and combine this with the location of facilities to produce an optimised solution for planning, specifying, bidding or evaluating a contract.

Facilities can be added or deleted and their capacity and capabilities altered. This means that FacilityLocator can be used to model existing situations as well as predicting the future. Each facility can also have costs and penalties allocated against it. For example:

  • Landfill tax can be allocated against landfill sites and the yearly escalator identified to determine the point at which it is economic to switch to or invest in alternative facilities.
  • Penalties or constraints can be built in for not achieving a required volume through a facility.
  • If a glass reprocessor has different prices per colour of cullet, then the price for each colour is used against the capacity available to identify the lowest cost solution to the service provider.

Waste Flow Modelling

We have modelled a wide range of waste and resource supply chains, including municipal solid waste, commercial & industrial waste, contaminated soils, construction waste and sewage sludge. Our modelling tools can be tailored to optimise complex systems against a number of performance parameters and rules, e.g. cost, mileage, energy, asset replacement. Entec was commissioned by WRAP's ROTATE Advisory service to consider the kerbside collection options for organic (green garden and food) wastes and their potential application in Surrey. The study included waste flow modelling for hypothetical scenarios wuith potential new facilities in the County. The analysis included the assessment of potential site loadings and delivery logistics based on various collection scheme yield profiles.

For large waste procurements a key element of bid submissions from ISOS stage onwards will be the development and provision of a credible waste flow model. This must actively demonstrate the ability of the bidder’s solution to achieve the contract performance targets and provides a cornerstone to the accompanying financial model. Entec have invested significant time and resources in the development of Entec’s waste flow model. This has been successfully used on a wide range of PPP and PFI projects and consequently been subject to considerable external scrutiny by WDIP and PUK. The model has robustly withstood such examination (as evidenced by recently closed PFI projects such as the West Berkshire and Southwark projects and successful OBC’s such as those compiled for Bradford, Rotherham and Doncaster, Suffolk and Leicestershire).
