Entec Helps BAA with Development of New Heathrow Terminal

Entec has successfully supported BAA in gaining agreement in principle for a new terminal at Heathrow, subject to a legal agreement. The new Heathrow East Terminal will replace ageing Terminals 1 and 2 with world class, environmentally-responsible facilities.
Entec undertook the environmental impact assessment and prepared the environmental statement that accompanied the planning application. Entec’s project manager for the work was an integral part of the BAA project team working with the project engineer and architects, and was based part-time at Heathrow for the duration of the assessment work.
Heathrow East will improve the airport experience for passengers, giving them a light, spacious and modern environment. The proposals will not increase the capacity of the airport. BAA hopes to open the first phase of Heathrow East in time for the London 2012 Olympics, with the completion of the new 30 million passenger terminal in 2016.

- Entec’s working relationship with BAA spans nearly two decades, beginning in 1989. Entec has worked at every BAA airport in the UK and has provided planning and environmental support to BAA on many of its major schemes including Terminal 5 (construction related environmental management) and the current expansion proposals for Stansted (including air quality, climate change and economic impact inputs).
- Entec was commissioned by BAA plc to scope and then prepare an Environmental Statement for the proposed new terminal building at Heathrow Airport. The new terminal, known as Heathrow East, is planned to be built on the site of Terminal 2 and The Queen’s Building and will provide world-class passenger facilities to replace Terminals 1 and 2 at Heathrow Airport. It will be built within the existing limits of the airport, replacing old with new and without seeking to change the cap on flights at Heathrow.
- Entec facilitated a scoping workshop with BAA’s Heathrow East team and the local planning authority, prepared a Scoping Report, conducted the EIA and completed the Environmental Statement and Non-technical Summary all within a five month period.
- Entec undertook the commission by working partly 'in-house' with BAA and its team of consultants, including, planners, structural engineers, construction and logistics engineers, architects and sustainability consultants. Key aspects of the EIA work included a landscape and visual assessment, cultural heritage and archaeology assessment, flood risk assessment and a contaminated land investigation.
- A planning application for the Heathrow East terminal was submitted to the London Borough of Hillingdon in October 2006.
- May 2007 all parties agreed to grant planning permission for Heathrow East, subject to completion of a legal agreement.
