Entec Secures Planning Permission for Bellway Homes

Entec has received notification from the Secretary of State that permission has been granted to Bellway Homes for residential and community development at Wheatridge Park, Seaton Delaval in Blyth Valley, Northumberland.

The scheme, promoted through inquiry by Entec with legal advocate Andrew Williamson of Walker Morris and input from Jacobs Babtie, is for 170 houses including 44 affordable units, a healthcare surgery, children’s play and associated car parking and landscaping.

Entec became involved in 2003, preparing and submitting a revised planning application for the site with comprehensive supporting information including a planning supporting statement, sequential housing land supply review, design statement and co-ordinated submission of a transport assessment, noise assessment and archaeology study. Blyth Valley Borough Council supported the application but it was called-in by the Secretary of State for consideration under Section 77 of the Town and Country Planning Act 1991 in January 2004.

The original stand alone three-day inquiry was co-joined to another appeal for residential development on land West of Blyth town centre (for a house builder and developer) owing to the similarity of issues that would be scrutinised on both the application and appeal. A significant formal third-party interest (another house builder joint partnership) also became involved ultimately culminating in a 21 day sitting inquiry – one of the largest in recent history for development in Northumberland, which opened in October 2004 and closed in early 2005.
