Planning permission for Telford Millennium Community

Planning permission for Telford Millennium Community (TMC), a major new development at East Ketley, has been confirmed with the signing of a final legal agreement between national regeneration agency English Partnerships and the Borough of Telford & Wrekin (Section 106).

Telford Millennium Community is one of English Partnership’s seven Millennium Communities across the country, which will provide high quality, environmentally friendly, energy efficient homes and improved community facilities.

Entec has led the planning, environmental and engineering aspects on behalf of the site’s developer Taylor Woodrow, working in a wider multi-discipline design team including Lifschutz Davidson and Jon Rowland.

Services provided:

• Project management support including advice on the scope of consultancy requirements, team structure, project planning and programming and project risk management
• Planning - leading and co-ordinating the preparation, submission and negotiation of planning applications and related agreements
• Environmental impact assessment - undertaking EIAs and preparing environmental statements
• Reclamation and remediation – land quality assessment and the production of earthworks remediation strategy including landfill gas mitigation works
• Geotechnical engineering – geotechnical advice and design input to the remediation strategy including mine workings and slope stability
• Ecology –ecological input to the design process, including habitat and reptile translocation strategies and management plans
• Water management – hydraulic design and modelling including flood risk assessments and a site wide sustainable drainage systems
• Landscape – design for the site wide structural landscaping, phase 1 development, arboreal survey and enhancement of recreational facilities
• Sustainable development and stewardship - leading and co-ordinating work on the innovation and sustainability opportunities, including research on long-term stewardship

The programme for the delivery of TMC is particularly challenging, requiring the project to be progressed from concept stage through both outline and detailed planning including extensive stakeholder engagement, and on to tender stage and commencement on site within 2½ years. The successful delivery of this complex and innovative project has relied greatly on Entec’s in-house project management skills to successfully deliver both the outline and detailed planning applications and the tender documentation to programme and within budget. Entec continues to provide a number of technical services to English Partnerships and Taylor Woodrow in relation to TMC. These include:

• Site supervision and management of the extensive onsite ecology works
• Site supervision on behalf of EP during the reclamation and infrastructure works
• Planning support to Taylor Woodrow in relation to Phase 1 of the housing development
• Landscape design input to Phase 1 housing development
