Getting Microgeneration Schemes
through the Local Planning System

Entec UK Ltd was instructed in July 2006 by The Planning Inspectorate (PINS) on behalf of the Department for Communities and Local Government, and the Welsh Assembly Government, to:

i) review the operation of the development orders surrounding permitted development rights for householders to install microgeneration equipment within the curtilage of a dwelling house [specifically to review the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (SI 1995/418) as amended, hereafter referred to as GPDO] and

ii) make recommendations for improving these development orders, their ease of use and consistency of interpretation by all users.

The aim of the work is to remove regulatory barriers to the take-up of microgeneration technologies so far as is consistent with the protection of residential amenity. Using an impacts-based approach, Entec has made detailed recommendations as to how the GPDO should be amended. The work is directly related to the Climate Change & Sustainable Energy Bill.

James Hall, Project Director for Entec appeared at a conference in Victoria, London on Monday 18th September 2006 and presented some of the draft Entec recommendations which the Steering Group, chaired by Katrine Sporle of PINS, are now considering.
